Community Transport Adviser


ORCC’s Community Transport Adviser (CTA) provides independent, impartial advice and information on a range of transport solutions.


We know that transport is a big problem for many people in rural areas, so the CTA has an especially important role in helping communities, parish councils and others to consult on transport needs in their area. To make the process easier, ORCC has developed a free action pack including a model survey form, an action plan and tips on identifying needs.

The CTA also offers parish councils the opportunity to carry out transport needs surveys prior to the County Council's regular review of subsidised bus services in their area. By helping Parish Councils and their Parish Transport Representatives in getting involved with their community on transport issues, the CTA helps ensure that local needs are fed into the public transport planning process.


The other large part of the CTA’s job is to encourage more communities to set up local voluntary schemes to help everyone access essential services. For many older people, community transport schemes are their lifeline and the only way to get to GP or hospital appointments. Our CTA is available to give advice on alternative transport solutions to any group or community that has a transport need and wants to make a difference.

As well as helping communities to set up their own minibus or community car scheme, the CTA provides support, information and advice to over 60 existing community transport schemes. The schemes can access free information and training events, a regular newsletter, funding information, guidance handbooks and a telephone advice service.

The CTA also produces a Directory of Community Transport Schemes for Oxfordshire, containing contact details of car schemes and community minibuses across the county. Paper copies are available free of charge and an electronic version of the Directory is available on this website.
